The international activity of the Archives comprises: cooperation with archives and other similar institutions and associations in foreign countries by: exchanging researchers; exchanging exhibitions; participation in international gatherings of archivists; in meetings and gatherings of international organizations and associations of national archive services (International Council on Archives in which the Archives of Yugoslavia has an A category member status, CIBAL - non- governmental organization under the auspices of UNESCO, etc.) A careful selection of the most important records pertaining to Yugoslavia in the National Archives of Great Britain, the Central State Archives of Italy, the National, Diplomatic and Military Archives of France, the Central Party Archives of the Institute of Marxism-Leninism and the Centre for Custody and Research of Documents of Recent History in Moscow, as well as in some other foreign archives, has at least partly filled the wide gap in the record groups related to the 1918-1945 period.

Bilateral:

Moscow 29th January - 21st February From 29 January - 21 February 2003 the guest exhibition of original documents titled ‘Russian Emigration in Yugoslavia in the documents of the Archives of Yugoslavia and the State Archives of the Russian Federation, 1920 – 1939” was put on show at the ROSARHIV exhibition hall. The exhibition was arranged under the Cooperation Protocol between the Archives of Yugoslavia and the Federal Archival Service of the Russian Federation. The Archives of Yugoslavia was represented at the opening ceremony by the author of the exhibition.
Belgrade, 20thFebruary  The Archives of Yugoslavia held talks with the representatives of the State Archives of the Republic of Macedonia initiated by Macedonia. Apart from the representatives of the Archives of Yugoslavia, the talks were also attended by the colleagues from the Archives of Serbia, the Institute of Military History and the colleagues from the Documentation Service (INDOK) of the Federal Ministry of Foreign Affairs. The point of the Macedonian side’s initiative was to continue cooperation with our archives as well as to sign relevant agreements to regulate it.
Belgrade, 8th May

The staff of the Archives of Yugoslavia exchanged expert experience with the archivists of the Republic of Slovenia during the latter’s visit to Belgrade and to the Archives.

Belgrade, 3rd June A delegation of the Diplomatic Archives of the Ministry of Foreign Affairs of Russia including Olga Ivanova, Deputy Director of the Department for Historic Documents, Ministry of Foreign Affairs of Russia and Leonid Saprikin, Head of the Publishing Department spent several days in Belgrade in early June as guests of the Diplomatic Archives of the Ministry of Foreign Affairs of Serbia and Montenegro. The visit was prompted by the need to work together to prepare and publish a joint “Collection of documents on Yugoslav-Soviet relations from 1945 – 1956”. Since Professor Ljubodrag Dimic, Professor Djordje Borozan and Miladin Milosevic, Assistant Director of the Archives were working together to prepare and select documents on Yugoslav behalf, the Russian delegation visited them at the Archives on 3 June 2003. The Russian delegation was accompanied by the representative of the Russian Federation in Belgrade, Head of the Documentation Service (INDOK) and Head of the Diplomatic Archives of the Ministry of Foreign Affairs of Serbia and Montenegro.
Belgrade, 30th September Mr Liu Yonghong, Adviser on Culture at the Embassy of PR China in Belgrade visited the SCG Archives. He acquainted himself with the newly-appointed Director of the Archives and talked about the continuation of the already traditionally good cooperation. Concrete proposals were made and topics indicated for a PR China’s guest archival exhibition at the SCG Archives. No dates were fixed.
Ljubljana, 18-19th December The representatives of the Archives of the Republic of Slovenia and the Archives of the Ministry of Foreign Affairs of the Republic of Slovenia on the one hand and the representatives of the Archives of Serbia and Montenegro and the Diplomatic Archives of the Ministry of Foreign Affairs of Serbia and Montenegro on the other held a return working meeting in Ljubljana. The Slovene party presented the Slovene model design of archival records, computer processing of documents at the Archives of the Ministry of Foreign Affairs of the Republic of Slovenia and showed the premises of its Archives as well as its technical equipment and protection systems. The SCG Archives was represented by its Director and Assistant Director.

Poland – Elblag, 22 – 24th May A representative of the Archives of Yugoslavia took part in the proceedings of the 9th International conference of the Archives of Central and Eastern Europe from the series “ Colloquy devoted to Jiri Skowronek” on the topic “Archives of the countries of Central and Eastern Europe. DELOS  - a presentation of the network and characteristics of digital libraries as well as the possibility of introducing the system in Central and Eastern European countries”.
Ljubljana, 2 – 7th June  A representative of the Archives of Yugoslavia attended the International symposium on conversation and restoration of archival and library materials titled “Presentation of archival and library materials as well as art images on paper - standards in protection”.
Paris, 18th April – 28th June   An employee of the Archives attended a two-and-a-half-month international archival seminar arranged by the Ministry of Culture and Media of France through the mediation of the French Cultural Center in Belgrade.

Belgrade, 9th April  Dimitrie Radu, Director of the Diplomatic Archives of Romania visited the Archives of Yugoslavia.
Belgrade, 9th July

A meeting was held at the Archives of Yugoslavia with Dr. A. Westad, Professor at the Department of History of the London School of Economic and Political Studies (LSE). In addition to the representatives of the Archives of Yugoslavia and Professor Svetozar Rajak accompanying Professor Westad, the meeting was also attended by the representatives of the Documentation Service (INDOK) of the Ministry of Foreign Affairs of FRY and of the Institute of Military History of the Federal Ministry of Interior. The meeting discussed the place and role of the state archives; the structure of the archival service in certain European countries and beyond; the experience concerning the norms of declassification of documents of particular specialized archives; and the issue of implementation of the Agreement on Succession to the State Archives of SFRY.

London, 23-30th September  A two-member delegation of the Archives of Yugoslavia took part in the expert seminar in London, arranged by the LSE, at the State Archives of the United Kingdom 
Marseilles, November  During the 36th International conference of the round table of the Archives of MAS in Marseilles in November 2002 the already agreed text of the Agreement on Archival Cooperation was signed between the Archives of Yugoslavia and Bundesarchiv. Also, in a direct contact with the Ukrainian party, the Archives of Yugoslavia and the State Committee of the Archives of Ukraine collated and agreed on the text of the Archival Cooperation Agreement and scheduled its signature for 2003.
Belgrade, 5th November A representative of the US Holocaust Memorial Museum paid a working visit to the Archives of Yugoslavia.

Marseilles, 12 – 16th November A three-member delegation of the Archives of Yugoslavia took part in the 36th International Conference of the Round Table of MAS devoted to the theme “How the society looks upon and accepts the archives?”
Warsaw, 28-29 May A representative of the Archives took part in the 8th International conference of the Central and East European Archives from the series “Colloquy devoted to Jiri Skovronek” with a paper “Selection of archival records for digitalization –possibilities of employing the method of multiple-criteria decision-making”.
Zagreb – Ljubljana, 14 – 18 October   Two-member delegation of the Archives of Yugoslavia took part in the seminar “International standards ISO 15489 and office management”.

Succession to the SFRY

 On 26 March 2002 a meeting was held of the Directors of the State Archives of the successor states at the Archives of Yugoslavia.

Bilateral:

Belgrade, 12th January the Archives of Yugoslavia held talks with Oleg Buldakov, representative of the Embassy of the Russian Federation in Belgrade.
Belgrade, 13th April  The Archives of Yugoslavia played host to a delegation of the US Holocaust Memorial Museum. The aim of the visit was to reach agreement to microcopy archival records contained in the holding “State Commission for the Establishment of Crimes Committed by the Occupying Forces and their Aides”.
Belgrade, 9th July

Moscow 14 – 21st October  The Archives of Yugoslavia and the Federal Archival Service of the Russian Federation agreed to continue research into the archivalia at the Foreign Policy Archives of the Russian Federation. The document research activities were carried out from 14 – 21 October 2001.
Paris, 14th November – 6th December As part of the culture cooperation programme between FRY and France, a representative of the Archives took part in a seminar on archival theory and practice organized by the French cultural institution ‘Maison global de la culture’ (Global House of Culture).

 The Archives of Yugoslavia and the Federal Archival Service of the Russian Federation agreed to prepare two joint exhibitions in Moscow and Belgrade for 2003 and 2004.

Multilateral:

 The Archives of Yugoslavia was invited to take part in the 35th Conference of the Round Table of MAS on the theme: “Archives and the Society: What to Keep?” which was held in Reykyavik in October 2001 as well as to several other international expert conferences.

Commission on Succession

 The Archives of Yugoslavia took part in the activities of the Succession Commission in the part concerning the succession to the State Archives of the SFRY. The Archives had designated its representative who attended the Commission meetings regularly and took part in the negotiations on succession to the former SFRY as part of the Yugoslav delegation in the course of 2001 in Ljubljana, Brussels and Vienna.

Belgrade, 21st January  A number of representatives of foreign state archives paid visits to Belgrade to mark the Day of the Archives of Yugoslavia and its 50th anniversary. They included, among others, Vladimir Yeromchenko, one of the Deputy Heads of the State Archival Service of the Russian Federation, and Costin Fenesan, Director of the National Archives of Romania.  As a result of their visits, the earlier signed Protocol on the Main Thrusts of Cooperation between the Archives of Yugoslavia and the State Archival Service of the Russian Federation was extended for the next five years while the Agreement on Inter-Archival Cooperation between the Archives of Yugoslavia and the National Archives of Romania was extended for the next two years
Belgrade, 6th March The Archives of Yugoslavia was visited by Collin Keiser, Head of the UNESCO Department for South East Europe and the Middle East, Division for Cultural Property and on 16 May 2000 by the archival delegations of the Russian Federation, of the United Moscow Archives, the Republic of Macedonia and Republika Srpska.
Moscow 11 – 25th June   The Archives of Yugoslavia agreed with the Federal Archival Service of the Russian Federation to continue work on research into the archivalia as set out in the Cooperation Protocol signed by the two institutions. The research was conducted at the Foreign Policy Archives of the Russian Federation in order for the Archives of Yugoslavia to complete its own holdings.

The representatives of the Embassy of Syria in Yugoslavia also visited the Archives of Yugoslavia. This was followed by the activity to select the documents to be put on display at the Exhibition in Damascus at which the Archives of Yugoslavia was due to take part. The Archives of Yugoslavia was further visited by the Ambassador of People’s Republic of China in Belgrade and by the Adviser of the Embassy of the Russian Federation.

Seville, 20 – 26th September A delegation of the Archives of Yugoslavia took part in the proceedings of the 14th International Congress of Archives in a two-fold capacity: at the Congress - as a member of the world community of archives; and at the General Assembly of the International Archival Council  - as an A-category member. The main theme of the Congress was “The New Millenium and the Archives in the Information Society”. The Director of the Archives of Yugoslavia took part in the discussion by making a contribution on the paper: JMD Guanter “The Place of Archives in Legal Instruments”. The delegation of the Archives of Yugoslavia made use of its time at the Congress to exchange expert views with the representatives of numerous countries: Pakistan; Sri Lanka; India; Greece; the Czech Republic; Russia; Ukraine; Macedonia; Belarus; Latvia, etc. The delegation had both formal and informal bilateral talks with the delegation of the Russian Federation about the details of the exchange of two archival exhibitions; with the President of the Federal Archives of Germany to agree on the details of a visit by a delegation of the Archives of Yugoslavia to Bundesarchiv; with Joan van Albado, Secretary General of MAS; Eric Norberg, High Official of MAS, Director of the National Archives of Sweden; representatives of the State/National Archives of Slovenia and Croatia about the issues of succession in the area of archival materials

 

Survey of the International Activities in 1999:
 
Bilateral:

Director of the Federal Archival Service of the Russian Federation, Vladimir Petrovic Kozlov, and Svetlana Goncugova, head of department in ROSARHIV, visited the Archives of Yugoslavia during the period of 20-24th January 1999. Mr. Kozlov hold a lecture to the Yugoslav archival workers on the organization of the archival service in Russian Federation, the problems they were facing and the ways to solve them.

 

Multilateral:
 
Budapest, 6-9th October  XXXIV International Conference of the ICA Round Table dealt with the archival practices in the field of management and preservation of the archival material, and staff training in this area. 

A Delegation of the Archives of Yugoslavia participated in the Seminar on Disaster Preparedness and submitted a Paper "Experience of the Yugoslav Archival Service in the Protection of the Archival Materials during the NATO racketeering of Yugoslavia".

Warsaw, 15-16th October V International Conference was dedicated to the "Accessibility of archive materials in the light of legal provisions and general practice of the countries of Central and Eastern Europe". Director of the Archives of Yugoslavia submitted a Paper under the title "Availability of Archival Records of the Federal Republic of Yugoslavia for Scientific Research, for the Federal Institutions and Citizens".
Dubrovnik, 4-6th November  International Archival conference, in the organization of the Croatian State Archives, ICA and the Council of Europe, had for its subject "The Destruction and the Reconstruction of Historical Memory: Integrity and Autonomy of Archives". Directors of the former SFRY State and republican archives hold a meeting and signed a Statement on 4th November 1999 in Dubrovnik.
Reykjavik, 26-28th March  Archives of Yugoslavia didn’t participate in the ICA European Board Meeting, though regularly registered to attend. A host country, Island, issued the visas for the members of the Yugoslav Delegation. Great Britain didn’t issue the transit visas thus prevented the Yugoslav Delegation to attend the Meeting. The Archives of Yugoslavia, by the letter addressed to Patrick Cadell, ICA/EUR secretary, dated on 26th March 1999, expressed its expectation that the ICA/EUR, on its Meeting in Reykjavik, as well as the rest of the peaceful and genuine democratic public opinion, will condemn the NATO Aggression on Yugoslavia, will express their disagreement with the policy of force and pressure, and will ask the military actions to hold up because they destroy this peaceful and independent country. The Archives of Yugoslavia expressed its expectation that the ICA/EUR would appeal publicly that the human lives and material assets, archival materials as the most precious among them, not to be destroyed.
 

On March 30th 1999 the Archives of Yugoslavia publicly addressed an Appeal to stop the NATO aggression in order to protect the cultural heritage which may be destroyed in that aggression. The Appeal was addressed to Wang Gang, president of the ICA, to Christoph Graf, chair of CITRA, Erik Norberg, ICA/EUR president, Vladimir P. Kozlov, director of the Federal Archival Service of the Russian Federation, to Axel Plathe, UNESCO Division of Information and Informatics, to IFLA, ICBS and to the international community in general.

On April 7th 1999 ICA informed the Archives of Yugoslavia that it issued the Appeal in which expressed its grave concern for the cultural heritage and urged all parties to comply with the international treaties relevant to armed conflicts.

Bilateral:

Delegation of the United States Holocaust Memorial Council, headed by Brewster Chamberlin, director of the International Programs Division, visited Archives of Yugoslavia and the Military Historical Institute of Yugoslavia and signed with these institutions the Agreement of Cooperation Reparding Research and Duplication of Archival Materials, on February 12th, 1998.
